It sometimes happens that the State has failed in this mission in certain periods of history, for reasons that are either internal or external to the societies themselves. In the case of the nomadic shepherd, conflicts with resident farmers over the use of land have shrunk and degraded the pastureland, undermining the society that was founded, essentially, on the productive and social system of nomadism. On the other hand, the leadership of those societies has not always been capable of identifying new opportunities and models and have been bent and corrupted by foreign domination. The social motivation of the nomadic shepherd still exists, but it requires new instruments. In this article GS speaks of the “vital spirit” [ibidem , p. 155] to represent that motivation: here and at other times, when addressing the EH audience, GS accentuates certain spiritual overtones, but his reasoning remains firmly anchored to the historical level.
